Here’s an report by Dr. Tatjana Marković (Belgrade/Graz/Vienna) on the Sixth Balkan Fever Festival, that was opened at the Musikverein on 30 March 2009, with an impressive concert by musicians from Macedonia, Serbia, Bulgaria, Estonia [!] and Austria.

In der NZZ: Andreas Breitensteins ausführliche Rezension und zugleich nachdrückliche Leseempfehlung für Emir Suljagićs Buch Srebrenica - Notizen aus der Hölle (Wien: Zsolnay 2009): "Es ist das Bewusstsein der vom Tode erborgten Zeit, das ihn die Feder führen liess. Der Schatten Srebrenicas, der über uns allen liegt, hat mehr Tiefe und Kontur bekommen."

Der serbische Staatssekretär für sozialpolitische Fragen, Željko Vasiljević, könnte Ende August etwas zuviel Sonne abbekommen haben. Jedenfalls lässt eine Meldung in der pakistanischen Daily Times relativ bündig darauf schließen:

 Kosovo für unabhängig erklärt

Es ist soweit: (Der/Das) Kosovo hat sich (bzw. das Parlament in Prishtina hat ihn/es) für unabhängig erklärt. Die nunmehr ehemals (?) südserbische Provinz will also ihren eigenen Weg gehen, Russland und natürlich Serbien protestieren scharf, die KFOR-Truppen sind in Alarmbereitschaft - und inwiefern die Stellung eines Semiprotektorats der EU hier von zumindest mittelfristiger Dauer sein kann, können momentan nur unerschrockene KristallkugelexpertInnen sagen.

Frankfurter Rundschau, Der Standard, ORF, Die Zeit, Die Süddeutsche, Neue Zürcher Zeitung etc. berichten und kommentieren. Die Liste ließe sich ab nun nahezu ungebremst fortsetzen.

 Serbische Präsidentschaftswahlen - 2. Runde

Hatte vor zwei Wochen von Tomislav Nikolić die Nase vorne, so dürfte nun Boris Tadić in der Stichwahl um die serbische Präsidentschaft gewonnen haben. CeSID meldet wie auch B92 eine Wahlbeteiligung von 67,6 % und einen relativ knappen, wiewohl eindeutigen Sieg von Tadić (DS): 50,5 % gegenüber 47,9 % für Nikolić (SRS). Und die Angelegenheit dürfte, wiederum B92 zufolge, tatsächlich soweit besprochen sein.

(Montägliches Update: Mittlerweile gibt es diversen internationalen Nachrichtenagenturen zufolge ein amtliches Endergebnis, demzufolge auf Tadić 51,15 % und auf Nikolić 47,18 % entfielen - bei einer Wahlbeteiligung von 67,2 %.)

Im SEE-Weblog bei Julia Nietsch zu finden: Erste Auszählungsergebnisse zu den serbischen Präsidentschaftswahlen, die mit einer ausgesprochen hohen Wahlbeteiligung abliefen. Eine Stichwahl am 3. Februar wird die Entscheidung zwischen Tomislav Nikolić und Boris Tadić bringen (müssen).

Das Goethe-Institut Kroatien lädt junge WissenschaftlerInnen zu einer internationalen Zukunftswerkstatt hinsichtlich

Narrationen und Konstruktionen von IDENTITÄT/NATIONALITÄT/GESCHICHTE in Bosnien und Herzegowina, Kroatien und Serbien im 20. und 21. Jahrhundert

ein. Die Werkstatt findet in drei Folgejahren in Zagreb (10.-13. April 2008), Sarajevo (April 2009) und Belgrad (April 2010) statt, zusätzlich soll eine Internetplattform das projekt begleiten. Werkstattsprache ist die jeweilige Landessprache sowie Deutsch (Simultanübersetzung), die Deadline für Bewerbungen wurde auf den 01.10.2007 festgesetzt.

Die fotografische Erfindung des Balkan

und beschäftigt sich folgerichtig mit Bildern des Balkan, der als Begrifflichkeit relativ großzügig gefasst wird. Das Heft geht der Frage nach, wie diese Bilder im 19. und 20. Jahrhundert entstanden sind. Und es zeigt, dass es im Südosten Europas keine Gegenwart gibt, die nicht voller Vergangenheit wäre und wie sehr deren Bilder auch in materialer wie materieller Hinsicht wesentliche Aussagekraft haben.

Lidija Klasic schreibt heute in der NZZ über ihre Erinnerungen an das Ende Jugoslawiens, das formal vor etwas mehr als 15 Jahren mit der Unabhängigkeitserklärung von Slowenien und Kroatien seinen Lauf nahm - und offensichtlich auch in Jugoslawien selbst in seiner Tragweite relativ schwer zu erkennen war. Aus ihrer Sicht brachte v.a. auch die "Systemblockade" jenen einen Punkt, von dem aus sich der nationalistische Furor entzünden konnte:

Recent emigration to Western Europe and Northern America as a result of the wars of the 1990s and the economic crises after the breakdown of socialism added new practical and discursive dimensions to the migration from this area as a European and transatlantic migration process.

Following the integration of Albania and Serbia into the Southeast European Era-Net (SEE-ERA.NET), the way is now open for a Pilot Joint Call for Proposals. The countries of SEE-ERA.NET (Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, France, Germany, Greece, Hungary, FYRo Macedonia, Montenegro, Slovenia, Romania and Serbia) will issue the call at the end of the year 2006. This seems to be the first initiative of its kind, in which the countries of the Western Balkans and their EU partners will provide a budget for the joint support of research.

Soeben aus Belgrad die Mitteilung erhalten, dass Slobodan Milošević in Moskau begraben werden soll (Mittwoch-UPDATE: Es dürfte doch Belgrad werden). Was - wenn das halten sollte (gehalten hätte) - darauf hindeutet, dass Tadić sich durchsetzen konnte (hätte können). Und möglicherweise eine nicht ganz so schlechte Lösung dar(ge)stellt (hätte).

Der Streit geht jedenfalls mehr oder weniger munter weiter. Eine relativ umfassende Zusammenstellung von Medienberichten im Gefolge des Ablebens von SM findet sich hier.

Einen Tag vor dem 3. Jahrestag der Ermordung von Zoran Djindjić (cf. Interview mit Ružica Djindjić) starb also Slobodan Milošević. Die Konzidenz solcher Ereignisse soll jedoch ebensowenig kommentiert werden wie die selbstverständlich längst erhobenen Vorwürfe, dass SM "ermordet" worden sei, dass man ihn nach Moskau in eine Spezialklinik hätte ausfliegen müssen (gewiss nur zufälligerweise der Aufenthaltsort seiner Familie). Als wäre das wichtig.

Wichtiger schiene schon, die tiefe Spaltung, die quer durch Serbiens Bevölkerung geht, zu beachten. Oder überhaupt die weitgehend untauglichen Versuche der EU und ihrer Außenpolitik, mit Serbien, Montenegro, Kossovo und Republika Srpska (von Albanien, Bosnien-Herzegovina einmal abgesehen) einen adäquaten Umgang zu finden, Konflikte zu beseitigen, die zahlreichen Probleme zu bewältigen. Dazu ein andermal mehr.
Für den Moment und um beim Hauptthema zu bleiben: Da kann man sich auch schon einmal die "Vorverurteilung" leisten festzustellen, dass SM einer der Hauptverantwortlichen für das Schlachten am Balkan war. Und die Herren Ratko Mladić und Radovan Karadžić immer noch frei sind.

Amália Kerekes hat, "etwas verschärfend", meine eilige Berichterstattung betreffend das von Azra Hromadzic geleitete Panels am Konjicer Seminar hinsichtlich der Konstruktion des Kollektiven Gedächtnisses in der Diaspora vermittels Kommentar nachgebessert - worauf tatsächlich dringlich hinzuweisen war. Hier geht es um ein Thema, das entscheidend wird, sollen die als ethnisch konnotierten Konflikte und Tragödien sinnvolle Aufarbeitung erfahren.

(Nachdem ich da so freundlich gekrault wurde, wäre natürlich die einzig angemessene Reaktion, die bisherigen Anstrengungen zu erhöhen, was etwas schwer fallen könnte, da es jetzt bwirklich um Atmosphärisches ginge.)

Der gestrige Vormittag, der ansatzweise schon reportiert wurde unnd als Thema "The Balkans in focus" hatte, ging den berühmt berüchtigten Konjicer "Walking (swimming, barbecuing) workshops" voraus, mit eine der spannendsten und wichtigsten Stationen im Verlauf dieser Konferenzwoche, die morgen schon an ihr Ende gelangen wird.

The European Regional Master's Degree in Human Rights and Democracy in South East Europe is an intensive one-year course established through the joint efforts of the participating universities and coordinated by the Universities of Sarajevo and Bologna. At present it is in its fifth year of implementation. The Degree is co-founded by the European Commission and the Italian Ministry of Foreign Affairs.

Each academic year the Programme enrolls 35 students from the countries of South East Europe and the European Union; the Application Process for the academic year 2005/2006 is now open.

One more Call for Applications concerning an interesting Seminar in Macedonia, this time by the Euro-Balkan Institute, Skopje, Macedonia, the Watson Institute for International Studies, Brown University, Providence RI, USA, and the Jefferson Institute, Belgrade, Serbia and Montenegro; in cooperation with Ohrid Summer University, supported by Charles Stewart Mott Foundation and the Rockefeller Brothers Fund.
