Oxford University Press announced the publication of two new titles on minority rights:

National Minority Rights in Europe and The Rights of Minorities. A Commentary on the European Framework Convention for the Protection of National Minorities.
National Minority Rights in Europe (400 pages, ISBN 0-19-927443-6) by Tove H. Malloy reviews the European inter-governmental approach in international law and politics through analysis of issues related to the moral recognition and ethical acceptance of national minorities. Examining issues of sub-state nationalisms, group recognition, identity, and political participation, Malloy reveals assumptions in international law and politics about state sovereignty, collective rights, loyalty, and political inclusion. Employing both theoretical analysis and practical examples, Malloy provides a new framework for the accommodation of national minorities in Europe, which aims to address the problems that have emerged from both international law and European relations since 1989.

The Rights of Minorities. A Commentary on the European Framework Convention for the Protection of National Minorities (738 pages, ISBN 0-19-927858-X), edited by Marc Weller, provides
the first expert commentary on the Convention, which is the principal international document establishing minority rights in a legally binding way. Many minority rights such as those to political participation, non-assimilation, and the use of native languages are not incorporated in other major Human Rights agreements. The Convention is therefore often taken to be the leading standard in the international law of minority rights.
