The 21th November - an important date for the Western Balkans (3)

The Kosovo status talks started yesterday with Martti Ahtisaari and Albert Rohan visiting Kosovo.

After having met with UNMIK representatives on Monday, they had interviews today with Kosovo-Albanian and Kosovo-Serb political leaders, the negotiating team of the Prishtina government, and with civil society organisations (I would be interested to find out with whom!). On Wednesday, they will proceed to Belgrade.

This first phase of "shuttle diplomacy" between Belgrade, Prishtina, and the capitals of
neighbouring countries, will be followed in January 2006 by a second phase of direct talks in
Vienna.

Stefan Lehne, EU-representative in the international mediation team, comments in an interview with Der Standard on 21 November that the fact that Belgrade and Prishtina are
willing to negotiate represents a huge progress, even if their position papers feature maximalist positions (any
solution except independence vs. independence as the only solution). For Lehne the solution
are technical talks on practical issues which concern directly the inhabitants of Kosovo. The perspective of EU integration will also ease the progress of the talks.

Wir hoffen, dass sich beide Seiten bald auf die vielen substantiellen Fragen
konzentrieren werden, die im Rahmen des Statusprozesses behandelt werden müssen, Fragen des
Minderheitenschutzes, des religiösen und kulturellen Erbes aber auch schwierige juristische
und wirtschaftliche Probleme. Falls es gelingt, bei diesen Themen, die direkt die Interessen
der Menschen im Kosovo berühren, Fortschritte zu erzielen, wird man auch bessere Aussichten
haben, die Kernfrage der künftigen staatlichen Struktur zu lösen.
... Die von der EU der gesamten Region eröffnete Perspektive der Teilnahme am
Integrationsprozess sollte die Lösung dieses Problems wesentlich erleichtern. Die
Möglichkeit, an einem Binnenmarkt und an einem Raum gemeinsamen Rechtes teilzunehmen, in dem Grenzen unsichtbar werden und die Menschen Bewegungsfreiheit genießen, relativiert
traditionelle Konzepte der staatlichen Souveränität. (Stefan Lehne)
