Seit Gründung der Bundesrepublik Deutschland garantiert Artikel 17 Grundgesetz jeder Person – ob Kind, Ausländer, Inhaftierterr, Soldat, Entmündigter, ob Bürgerinitiative, Verband oder Gliederung einer Partei –, das Recht, sich mit Bitten zur Gesetzgebung und Beschwerden an die zur Entscheidung befugten Stellen und Behörden zu wenden: an kommunale Ratsvertretungen, an die Volksvertretungen der Bundesländer, an den Deutschen Bundestag, an das Europäische Parlament und an internationale Einrichtungen (z.B. Europarat, Europäische Menschenrechtskommission).
