Yesterday, only 15% of registered voters took part in the referendum on the new Serbian constitution; in Kosovo, 35% of the Kosovo-Serbs voted, accorded to RTK. Today at 2pm, 32.7% of the registered voters had voted, accorded to CeSID (cf. B92). For more information, see Deutsche Welle and die Presse.

The Constitution was adopted by the Serbian Parliament on 8th November 2006. An English version can be found here: http://www.mfa.gov.yu/Facts/UstavRS_pdf.pdf. For more information, cf. wikipedia on the constitution and the referendum.
