"Live in Bucharest even for a short while, and you'll soon become aware of two pressing problems: traffic jams and the massive stray dog population -- numbering more than 30,000, according to some estimates. Thousands of complaints are filed monthly at the district halls, but the problem persists. Authorities say all they can do is to round them up in special shelters and sterilise them.
