Industrial Strongholds in the EU. The Cases of Katowice and Ostrava

Der Beitrag untersucht wie der Einfluss der Europäisierung eine Reorientierung des regionalen Arbeitsmarktes herbeiführen kann. Außerdem analysiert er die regionale Transformation und sozio-ökonomiche Bedingungen der Regionen Mähren und Ober-Schlesien. Er zeigt, wie Prozesse von Industrialisierung sich in der Durchführung aktiver Arbeitsmarktpolitik manifestieren. Obwohl aktive Arbeitsmarktpolitik neue berufliche Bedigungen produzierern sollte, halten die zwei früheren industriellen Hochburgen ihre starre institutionalisierte Stellung. Die Analyse führt einige institutionelle Altlasten vor, die erklären, warum die Arbeitslosigkeit in diesen Regionen immer noch sehr hoch ist.

The article explores how the influence of Europeanisation can encompass the reorientation of the regional labour market. In addition, the article explores the regional transformation and socio-economic conditions in the regions of Moravian-Silesian and Upper Selesia. It examines how the processes of institutionalisation are manifested and restrain the implementation of active labour market policies. Although, active labour market policies should produce new occupational conditions, the two former industrial strongholds experience more rigid institutional settings. On the basis of an institutional approach, the analysis outlines some of the institutional legacies that can explain why the unemployment rate still remains markedly high in these particular regions.
