Berlusconization of the Mass Media in East Central Europe. The New Danger of Italianization?

Die Politisierung der Massenmedien wurde häufig als das gröéte Hindernis für die postsowjetischhen Länder auf ihrem Weg zur Demokratisierung angesehen. Hierdurch wurde die Konsolidierung der sich entwickelnden Demokratien erschwert. Einige WissenschafterlerInnen beschreiben die Herausbildung des Mediensystems im östlichen Zentraleuropa als ein "pluralistisches System von parteienorientierten Massenmedien, die für bestimmte politische Interessen und Ansichten einstehen", was auch als "Italianisierung der Massenmedien" bezeichnet werden kann, da dieser Prozess widerspiegelt, was in Italien während der 1990er Jahre passierte, als die politische Medienkontrolle sehr stark und im Gegensatz dazu journalistischer Professionalismus sehr schwach war. Auch die folgende Phase der "Berlusconisation" (die Steigerung der "Italianisierung" als neue Gefahr für die zentraleuropäischen Länder) wurde festgemacht. Dieses Phänomen bezieht sich auf Sensationsnachrichten und Unterhaltung auf niedriger qualitativer Stufe einerseits und andererseits auf permanente staatliche Kontrolle über das TV und in Folge sein Publikum. Auf einer allgemeinen Ebene können diese Erscheinungsformen in Zentraleuropa ausgemacht werden. Der Beitrag untersucht die Ursachen der Medienpolitisierung im Horizont von Italianisierung und versucht zu erklären, weshalb dies für die Bestrebungen der Massenmedien nach Autonomie eine so große Herausforderung darstellt.

It is often said that the politicization of the mass media in post-Soviet Europe has been one of the most significant obstacles on the path towards democracy for post-Soviet Europe. As such, the consolidation of democracy for post-Soviet Europe has been made much more difficult. Some academics describe the media system emerging in East Central Europe as a "pluralistic system of party-oriented mass media promoting a set of political interests or views". This is nothing less than the so-called "Italianization of the mass media". This kind of media system is associated with Italy because it reflects what happened in the country during the 1990s, when, for instance, the political control over the media was intense and "professionalism" of journalists was weak. In addition, Berlusconization (the next stage of Italianization as a new danger for the countries of East Central Europe) has been identified as well. This phenomenon relates to provision of sensational information and low-quality entertainment - as well as permanent control over TV and, thus, the audience. Generally speaking, in the countries of East Central Europe, these characteristics can easily be found. This paper looks at the causes of the politicization of the mass media in terms of Italianization. Further, it tries to explain why this process remains so challenging for the aspirations of the media of mass communication to become entirely autonomous.

Upolitycznienie (polityzacja) środkow masowej komunikacji w krajach postsowieckiej Europy jest jedną z najbardziej znaczących przeszkód na drodze do powstania dojrzałej demokracji, a tym samym konsolidacji demokracji. Niektórzy badacze zajmujący się mediami opisują rodzący sie w Europie Środkowo-Wschodniej system medialny jako "pluralistyczny system 'partyjnie-zorientowanych' mediów masowych lansujących pewne polityczne interesy i opinie". Innymi słowy, system ten to nic innego, jako tzw. process Italianizacji mass mediów. Ten typ systemu medialnego wykształcił się we Włoszech i jest odzwierciedleniem tego co dzialo się w tymkraju w latch 80 i 90 ubiegłego stulecia. Cechy tego systemu to m.in. bezpośrednia kontrola państwa/partii nad mediami czy bardzo niski poziom profesjonalizmu wśród dziennikarzy. Pojawił sie również problem berluskonizacji mediów masowych. Zjawisko tzw. berluskonizacji związane jest z dostarczaniem sensacyjnej i taniej informacji (infotainment), niskiej jakości programów, jak i bezpośredniej kontroli nad mediami i pośredniej nad odbiorcami tychże mediów. Elementy Berluskonizacji można bez większego wysiłku odnaleźć w systemach medialnych Polski, Węgier czy Czech, a także w innych krajach regionu. Powyższy artkuł konferencyjny analizuje przyczyny upolitycznienia (polityzacji) mediów w kategoriach italianizacji oraz próbuje wyjaśnić dlaczego całkowita autonomia mediów jest tak trudna jeśli nie niemożliwa.
