Longing or Loathing a "Common" Identity. The European Strategies for Information Society as an Instrument for Constructing Identity and the Local Realities: the Case of Bulgaria

Die neue europäische Agenda, eine "gemeinsame" europäische Identität auf dem Gebiet der Union und der gesamten Gemeinschaft zu entwerfen, kann u.a. als ein Weg interpretiert werden, auf dem die "großen Narrative" der Moderne (im Sinne Lyotards) für Nationalstaaten auf einer breiteren, facettenreichen und extranationalen Ebene neu etabliert und geltend gemacht werden. Diese politische und institutionelle Strategie ist tief in den Initiativen der European Information Society verwurzelt, die mit dem Programm von Lissabon (2000), den Lund Prinzipien (2001), der Initiative eEurope (2000-2005) und gegenwärtig mit dem strategischen Rahmenprogramm i2010 (2005-2010) begonnen wurden. Diese setzten sich zum Ziel, einen "einzigen europäischen Informationsraum" und eine "inklusive europäische Informationsgesellschaft" zustande zu bringen. Auch wenn es in den Dokumenten und Programmen nicht explizit zum Ausdruck gebracht wird, so kann aus ihnen doch unschwer eine starke Grundtendenz zur Konstruktion einer "gemeinsamen europäischen" Identität abgeleitet werden: Eines der "Mittel" ist die Digitalisierung, d.h. der Onlinezugang und die digitale Speicherung vom kulturellen Erbe und von "Europas kollektivem Gedächtnis". Die für diese Ziele eingesetzte Strategie besteht in der Instrumentalisierung von neuen "innovativen" ICTs und in ihrer Anwendung im Kulturbereich auf einer "gemeinsamen europäischen" Ebene: Diese soll die europäische kulturelle Vielfalt in einer neuen, digitalen Form fördern und feiern, und sie somit zur Grundlage einer neuen "gemeinsamen europäischen" Identität machen.

Im Zentrum der Fallstudie soll die Frage stehen, wie und warum diese spezifisch europäische Strategie in einen lokalen – und mitimpliziert "marginalen" und "peripheren" – bulgarischen Kontext gelangte. Die Analyse der Situation in Bulgarien als einem SOE-Staat und einem nagelneuen EU-Mitglied erweist sich als besonders interessant und kontrovers, weil dieses Projekt zur Bildung einer "entstehenden" europäischen Identität sowohl Sehnsüchte als auch Widerstände auslöst. Diese Untersuchung von Problemen hinsichtlich des kulturellen Erbes und der Implementierung der Informationsgesellschaft in Bulgarien wird auf der Grundlage der Theorie von Manuel Castells zur "Netzwerkgesellschaft" und zu den Widerständen gegen ihre kollektive und individuelle Dominanz sowie auf der Basis der Theorie des kulturellen Gedächtnisses von Jan und Aleida Assmann durch- geführt, wobei auch neuere kritische Ansätze zu Problemen des digitalen kulturellen Erbes mit berücksichtigt werden.

The new European agenda for creating a "common" European identity through the territory of the Union and the Community can be interpreted, among other things, also as a way for vindication and reestablishment of modernity’s "grand narratives" (in a Lyotardian sense) of the nation-state on a broader, more diverse and extranational level. This political and institutional strategy is deeply rooted in the European Information Society initiatives, starting with the Lisbon program (2000), the Lund principles (2001), the eEurope initiative (2000-2005) and presently with the i2010 strategic framework (2005-2010) whose goals are the creation of a "single European information space" and an "inclusive European Information Society". Although not explicitly stated in the documents and programs a strong underlying tendency for constructing of a "common European" identity can be easily deduced and one of the "tools" for achieving it is the digitisation, on-line access and digital preservation of the cultural heritage and "Europe's collective memory”. The strategy for achieving this is the instrumentalization of the new “cutting edge" ICT’s and their deployment in the cultural field on a “common European” level and thus nurturing and celebrating the European cultural diversity in a new, digital form, it will, somehow, become the fundament of a new “common European" identity.

The case study will focus on the how’s and why’s this specific European strategy comes to the local (with its proverbial "marginal" and "peripheral" implications) Bulgarian context. The analysis of Bulgaria’s situation as both a SEE country and a brand new EU member state is particularly interesting and controversial, because of the desires and resistances this “emerging” European identity-building project triggers. The study of the cultural heritage problems and Information society implementation in Bulgaria will be based on the theories of Manuel Castells of the “network society” and the resistances towards its dominion, both collective and individual, on Jan and Aleida Assmann’s theories of the cultural memory and the newest critical approaches towards the problems of the digital cultural heritage.

Новите стратегии в Европа за създаване на “обща” европейска идентичност на територията на Съюза може да бъде интерпретирана и като опит за реабилитация и връщане на “големите наративи” на модерността (в смисъла на Лиотар) на националната държава, но вече на едно по-широко, разнородно и над-национално ниво. Тази политическа и институционална стратегия е дълбоко залегнала в европейските инициативи за информационно общество, започвайки с Лисабонската програма (2000), Принципите от Лунд (2001), инициативата еЕвропа (2000 – 2005) и с действащата в момента стратегическа рамка i2010 (2005 – 2010), чиито цели са създаването на “единно европейско информационно пространство” и “включващо европейско информационно общество”. Макар и не експлицитно изведена в различните документи и програми, в тях “прозира” явна тенденция за конструиране на “общоевропейска” идентичност. Един от основните инструменти, предвидени за нейното постигане е дигитализацията, достъпът и дигиталното опазване на културното наследство и “общата памет” на Европа. Стратегията предполага инструментализирането на новите информационни и комуникационни технологии (ИКТ) и тяхното активно включване в културната сфера на “общоевропейско” ниво, подпомагайки и извеждайки европейското културно многообразие в нова, дигитална форма, което, някак, ще се превърне в основата на новата “общоевропейска” идентичност.

Настоящият текст се фокусира върху въпросите “как” и “защо” тези специфични европейски стратегии преминават в локалния, български контекст с неговите импликации за “маргиналност” и “периферност”. Анализът на ситуацията в България, както като югоизточноевропейска държава, така и като нов член на ЕС е изключително интересна, именно поради желанието и съпротивата, които “възникващият” проект за създаване на обща европейска идентичност отключва. Изследването на проблемите на културното наследство и навлизането на информационното общество в България ще бъде изградено върху теориите на Мануел Кастелс за “мрежовото общество” и колективните и индивидуални форми на съпротива спрямо неговото господство, върху предлаганото от Ян и Алайда Асман понятие за културна памет, както и на най-новите критически подходи към проблематиката на дигиталното културно наследство.
