Externes State-Building in Bosnien und Herzegowina - Anstoß zur (Re-) Institutionalisierung des Staates oder Katalysator paralleler Strukturen?

Das externe State-Building-Projekt in Bosnien und Herzegowina, dessen Ziel es ist, durch Förderung der Transition zu Demokratie und Marktwirtschaft sich selbst erhaltende Staatsstrukturen zu erschaffen, hat sich als schwieriger erwiesen, als von den internationalen Akteuren erhofft. Für Probleme und Rückschläge werden häufig nationalistische politische und wirtschaftliche Eliten, ihre jenseits des Staates verorteten Machtstrukturen und schattenwirtschaftlichen Aktivitäten verantwortlich gemacht. Resultat sind akteurs- und symptomorientierte Strategien der internationalen Akteure, die die tiefer liegen-den Gründe für die Existenz paralleler Strukturen nicht nur ignorieren, sondern sogar noch befördern, wie dieser Artikel zeigen möchte.

Dazu wird zunächst ein theoretischer Ansatz zur Erfassung des Phänomens paralleler Akteure eingeführt, der die Untersuchung in drei gesellschaftliche Elementarfunktionen (nach Norbert Elias) gliedert: die ökonomische Reproduktion, die Organisation politischer Herrschaft und eine über Ideen und Weltbilder vermittelte symbolischen Ordnung. Erst die Gewährleistung aller drei Elementarfunktionen konstituiert gesellschaftliche Ordnung und sichert deren Überleben, was für die Gesamtgesellschaft ebenso gilt wie für soziale Formationen, die den Staat herausfordern. Dieser Ansatz ermöglicht sowohl die Einbeziehung der von der Forschung vernachlässigten Dimension der Legitimität paralleler Strukturen als auch die systematische Erforschung der Wechselwirkungen und gegenseitigen Bedingtheiten zwischen dem Staat und parallelen Strukturen.

In ihrem Bestreben, die Funktionsvoraussetzungen in den Zeiten der Transformation von Kriegsparteien zu Nachkriegsakteuren zu erfüllen, sind die nationalistischen Eliten Bosniens in hohem Maße von der Anwesenheit und den Vorgaben der internationalen Gemeinschaft abhängig. Nicht selten kommt es dabei zu Spannungen zwischen internen und externen Faktoren, denn um ihre Legitimität und Stabilität aufrecht zu erhalten, müssen sie auch die Erwartungen ihrer Basis berücksichtigen. Die Auswirkungen der an (neo-)liberalen Paradigmen ausgerichteten Strategien der internationalen Akteure auf die Regierungsfähigkeit des bosnischen Staates sind dabei allerdings alles andere als die intendierten: Statt zur Marginalisierung der nationalistischen Eliten und zur Institutionalisierung und Konsolidierung staatlicher Strukturen beizutragen, scheinen sie die Ausbildung paralleler Strukturen, die Macht von Intermediären zwischen der formellen und der informellen Sphäre sowie die Bifurkation der Sicherheitssysteme voranzutreiben und eine (Re-)Institutionalisierung des Staates damit zu konterkarieren.

The project of external state-building in Bosnia and Herzegovina, the goal of which is to create self-sustaining state structures by promoting the transition to democracy and market economy, has turned out to be much more difficult than the international actors had hoped. The latter tend to blame nationalist political and economic elites, their power structures beyond the state and their activities in the shadow economy for problems and setbacks. As a result, the internationals have implemented actor- and symptom-oriented strategies which not only ignore the underlying causes for the existence of parallel structures, but actually enhance them further, as this article seeks to show.

For this purpose, a theoretical approach to the phenomenon of parallel actors' assessment is introduced which divides the analysis into three elementary functions of societies (according to Norbert Elias): the economic reproduction, the organisation of a political system of authority and a symbolic order which is mediated by ideas and world views. Only the guarantee of all three elementary functions constitutes societal order and ensures its survival, being true for a society as a whole as well as for social formations which challenge the state. The application of this approach allows for the inclusion of the dimension of the parallel structures' legitimacy, which is mainly neglected by researchers, as well as for the systematic exploration of the interdependency and mutual conditionality between state and parallel structures.

In trying to fulfil the elementary functions in times of transformation from war parties to postwar actors, Bosnia's nationalist elites are highly dependent upon the international community's presence and demands. Quite often, this leads to tensions between internal and external factors, because in order to maintain legitimacy and stability, they also have to account for their population basis's expectations. The effects of the international strategies, oriented towards (neo)liberal paradigms, on the governance capacity of the Bosnian state are anything but the intended ones: instead of contributing to the nationalist elites' marginalisation and the state structures' institutionalisation and consolidation, they seem to further the formation of parallel structures, the power of intermediaries between formal and informal spheres as well as the bifurcation of security systems, and thus thwart a (re)institutionalisation of the state.

Eksterni "State-Building"-projekat u Bosni i Herzegovini, koji ima za cilj da kroz ubrzavanje tranzicije ka demokratiji i slobodnom tržištu izdejstvuje samoodržavajuće državne strukture, pokazao se težim nego što je od inostranih učesnika bilo očekivano. Odgovornost se pripisuje nacionalističkim politič i ekonomskim elitama. Iz toga rezultiraju strategije koje se orijentišu prema simptomima i koje ignorišu, ili čak, š ovaj članak želi dokazati, potpomažu, dublje ležeće; razloge zbog kojih paralelne strukture nastaju.

Ovdje namijenjena teorija koja služ obuhvatanju fenomena paralelnih struktura, dijeli istraž u tri elementarne druš funkcije (po Norbetu Eliasu): u ekonomsku reprodukciju, organizaciju političke moći i simbolički red posredovan idejama i pogledima na svijet. Tek kada su sve tri elementarne funkcije zajamčene, moguća je konstrukcija i održavanje društvenog reda. Ovakav teoretski pristup omoguć implementaciju zanemarene dimenzije: legitimnosti paralenih struktura, te sistematsko istraživanje uzajamnog djelovanja izmedju pralelnih struktura i države.

Nacionalističke elite u Bosni i Herzegovini zavise tokom transformacije u velokoj mjeri od prisustva i zahtijevanja internacionalne zajednice. Pri tome često nastaju napetosti izmedju internih i eksternih faktora, jer da bi ostale legitimne i stabilne one moraju uzeti u obzir očekivanja njihovih birača. Posljedice strategija internacionalne zajednice, koje se orijentišu prema neoliberalnim pradigmama, nemaju uvijek intendirano dejstvo. Uprotivnom, umjesto da mariginalizuju nacionalističke elite i pomognu pri konsuldiranju državnih struktura, čini se da one ubrzavaju stavranje pralelnih struktura i bifurkaciju sistema sigurnosti, te time konterkariraju (re)istitucionaliziranje države.
