Seeing Beyond the River Drin. Sarajevo, Ottoman Albanians and Imperial Rivalry in the Balkans after 1878

Als1878 die österreichisch-ungarische Administration Bosniens und der Herzegowina begann, brach damit zugleich auch eine neue Ära der direkten Intervention in die Angelegenheiten des osmanischen Balkans an. Im Laufe dieses Prozesses versuchte Sarajewo, mit Hilfe von katholischen Albanern seinen Einfluss in der Region auszuweiten. Obwohl zunächst erfolgreich, zeigte sich, dass diese Maénahme gegenüber den Herausforderungen von italienischer und osmanischer Seite unzureichend war. Was im Rahmen der rivalisierenden Dynamiken nicht bedacht wurde, war die Rolle und das Selbstverständnis der Albaner selbst. Dadurch, dass muslimische, katholische und orthodoxe albanische Gemeinden ganz offen direkte Patronage über die Gründung von Schulen suchte, waren die drei involvierten Staaten gezwungen, ihre Strategien der multi-konfessionellen Bevölkerung und ihren Bedürfnissen anzupassen. Dies verlangt eine neue Sichtweise auf die Geschichte, welche lokale Initiativen als unmittelbar für die Art der imperialen Herrschaft auf dem Balkan von 1878 bis 1912 mitverantwortlich berücksichtigt.

With the Austro-Hungarian Empire directly taking over the administration of Bosnia-Herzegovina in 1878, a new era of direct intervention into the affairs of the Ottoman Balkans began. The process by which Sarajevo attempted to extend influence in the region through Catholic Albanians, while initially successful, proved over the long term insufficient to counter the challenges posed by both the Italian state and the Ottomans. What has not been clearly understood about this dynamic rivalry in the Balkans was the role Albanians themselves played. The fact that Muslim, Catholic and Orthodox Christian Albanians openly solicited each state for direct patronage through the construction of schools, actually forced all three states to change their initial strategies to ones that accommodated a multi-sectarian constituency. This is a story, therefore, that requires a new angle of analysis that takes local initiatives into account as being directly responsible for the nature of imperial rule in the Balkans from 1878 until 1912.

Në vitin 1878, me futjen e Bosnës dhe Hercegovinës nën administrim direkt të perandorisë Austo-Hungareze, filoi një erë e re e ndërhyrjeve të drejtpërdrejta në punët e Ballkanit Otoman. Procesi me të cilin Sarajeva tentoi të shtrijë ndikimin e saj në regjion nëpërmes shqiptarëve katolikë, ndonëse fillimisht i suksesshëm, më vonë u pa se ishte i pamjaftueshëm për përballimin e sfidave që vinin nga shteti Italian dhe Otomanët. Në këtë rivalitet dinamik ka munguar kuptimi i qartë i rolit që shqiptarët kanë luajtur. Fakti që shqiptarë myslimanë, katolikë e ortodoksë kanë kërkuar haptazi nga secili shtet mbështetje direkte për të ndërtuar shkolla, ka shtyrë këto shtete që të ndërrojnë strategjitë e tyre në drejtim të akomodimit të këtyre bashkësive shumë sektariane. Ky është një shkrim që kërkon një këndvështrim të ri në trajtimin e iniciativave lokale si përgjegjëse për mënyrën e qeverisjes imperiale në Ballkan nga viti 1878 deri në vitin 1912.
