[ Bosnia-Herzegovina ]

"The nationalists win in Bosnia-Herzegovina" is the conclusion of journalists commenting on the elections of 1 October 2006 (cf. Handelsblatt, Deutsche Welle, Tagesschau). The results are analysed in the "Redaktion"-Blog and can be consulted in detail on the official election webpage izbori.ba.

According to the "High Rep" Ch. Schwarz Schilling the election campaign "has been characterised by politics of unreality, whether in regard to referendums that cannot take place or to payments that cannot be made" (cf. his weekly column on 22 September 2006). For Erich Rathefelder writing in Die Presse the election campaign was marked by "war rhetorics" (cf. also his analysis in the TAZ).

The OSCE rated the elections as "in line with democratic standards", although

Some 94 per cent of observers assessed the voting positively, but citing instances of overcrowding, family voting and voters not being found on the voter lists. However, Polling Stations Committees generally were helpful in assisting voters in locating their polling stations. The process deteriorated somewhat during the count, which 20 per cent of observers assessed negatively, frequently noting procedural irregularities.

In an interview after the elections, Ch. Schwarz-Schilling shows satisfaction with the organisation of the elections. He pleads for a future-oriented approach:

Ja nun, das werden wir sehen, inwieweit sich Leute dann zusammenfinden. Ich würde nicht von vorneherein sagen, dass die politische Konstellation so ist, dass man überhaupt nicht zusammenarbeiten kann. Wollen wir mal sehen, wie die Regierung aussieht, ob es eine Koalition gibt, die auch arbeitsfähig ist. Ich würde jetzt nicht so negativ die Dinge sehen, schließlich ist ja die Wahl sehr gut verlaufen, sie ist friedlich verlaufen, hier sind nicht also alle Tage irgendwelche Gewalttaten, die man woanders auf dieser Welt überall sehen kann, auch dort, wo Demokratie ansteht und der Staatenaufbau betrieben wird. Hier ist das eigentlich sehr gut und auch sehr friedlich gelaufen. Man muss also sagen, dass man jetzt auch diesen Leuten eine Chance geben muss. Man sollte auch nicht diese Parteien teilweise als nationalistisch in Verruf bringen. Sie haben natürlich auch sehr viele Reformen innerhalb der Partei notwendig. Manche sind auf diesem Weg schon sehr weit gekommen.

Others are less optimistic:

Diese Wahlen haben Bosnien-Herzegowina nicht weitergebracht, und wenn die internationale Gemeinschaft im nächsten Jahr nicht vor dem Scherbenhaufen ihrer elfjährigen Bemühungen stehen will, dann muss sie im Endspurt nochmals richtig Gas geben. Viele bosnisch-herzegowinische Politiker, aber auch ein Großteil der Bevölkerung, haben abermals bewiesen, dass sie mit der Errungenschaft namens Demokratie auch im elften Jahr noch nicht richtig umgehen können.
