RESOLUTION. Protest against the unacceptable and undemocratic manner of installing a new director for the Austrian Institute of East and Southeast European Studies (Österreichisches Ost- und Südosteuropa-Institut) in Vienna

Am Österreichischen Ost- und Südosteuropa Institut Wien - einer außeruniversitären, v.a. mit staatlichen Mitteln geförderten geistes- und kulturwissenschaftlichen Forschungseinrichtung - wurde zu Jahresbeginn die Stelle einer/s Direktorin/s international ausgeschrieben und am Ende des Auswahlverfahrens von einem unabhängigen, dazu bestellten Auswahlkomitee ein Dreiervorschlag zu deren Besetzung erstellt. Vom Aufsichtsrat des Instituts wurde, unter Missachtung des Ergebnisses des Auswahlverfahrens, an Stelle der vorgeschlagenen Bewerber der dzt. interimistische Leiter auf 3 Jahre zum Direktor bestellt.

Zwei Mitglieder des Aufsichtrates, die wegen dieser Missachtung der international üblichen Regeln eines Bestellungsverfahrens aus Protest die Sitzung verließen (die Univ.Prof. Moritz Csáky, Graz und Anton Pelinka, Innsbruck) haben gegen dieses - von der für die Finanzierung des Instituts zuständigen Bildungsministerin Elisabeth Gehrer unterstützte - Vorgehen eine internationale Protestresolution in die Wege geleitet: Die an die internationale scientific community gerichtete Protestresolution stellt sich nicht allein gegen dieses undemokratische Besetzungsverfahren, mit dem der internationale Ruf eines für Österreichs wissenschaftliche Position in Europa wichtigen Instituts beschädigt wird, sie wendet sich darüber hinaus auch gegen die damit verbundene Gefährdung des Wissenschaftsstandorts Österreich.

Early in 2002, an international call for application for the post of a new director of the Austrian Institute of East and South East European Studies in Vienna - an independent research institute in the field of social and cultural sciences as well as the humanities financed mainly through state funding - was announced. Subsequently, an independent "search committee", formed exclusively for this assignment, made a ranking of the applicants, consisting of three scientists. Nevertheless, the board of the institute - neglecting the recommendations of the "search committee" - nominated the interim director to be regular manager for the coming 3 years.

Two members of the board, who left the meeting in protest against this disrespect of internationally accepted practices of nominating personnel in academic institutions (Moritz Csáky, Graz, and Anton Pelinka, Innsbruck), initiated an international protest resolution against this procedure, a procedure, which is supported by Elisabeth Gehrer, the Austrian Federal Minister of Education, who is in charge for the financing of the institute. The resolution - aimed at the international scientific community - not only disapproves this undemocratic procedure of appointing a new director, which damages the international reputation of an institute so important for Austria's scientific position in Europe, but also makes clear that this step jeopardises Austria's reputation as an important scientific location in general.
