Das Zentrum für Demokratiekultur ist eine regierungsunabhängige und gemeinnützige Organisation, die im März des Jahres 2000 von engagierten Schülern, Wissenschaftlern und NGO-Aktivisten gegründet wurde. Mit der Gründung des Zentrums wollte man einerseits einen "Think Tank" zur Unterstützung der Demokratiekultur als auch eine Kontaktstelle mit zuverlässiger Unterstützung durch ExpertInnen für jene Organisationen bilden, die sich der Verbreitung von Grundwerten und –prinzipien der Demokratie in Serbien, am Balkan und Südosteuropa widmen wollten.

Diese Zielvorgaben sollen durch folgende Vorhaben erreicht werden:

• Implementierung von analytischen, theoretischen und unterstützenden Projekten v.a. im Bereich jener Schlüsselorganisationen und MultiplikatorInnen, deren Ziel die Förderung und Stärkung der Demokratie in der Gesellschaft sind (wie politische Parteien, Parlamente, NGOs, Medien usw.).
• Untersuchung und Hervorhebung der Situation von ethnischen Minderheiten und benachteiligter Gruppen (Flüchtlinge, IDPs, Frauen), die als Indikatoren für den Stand der Demokratie einer Gesellschaft dienen.
• Organisation von Workshops, Lehrveranstaltungen, Sommerschulen und Round-Table-Diskussionen für AktivistInnen und NGO-MitarbeiterInnen, StudentenInnen, SchülerInnen, ExpertInnen sowie andere Einzelpersonen und Gruppen mit prodemokratischer Ausrichtung.
• Publikation von Büchern, Monografien, Handbüchern, Bulletins, Bibliografien, Chronologien, statistischen übersichten sowie anderen Publikationen zur Demokratie und dem übergang zur Demokratie.

Alle Projekte des CDC sind nach einem Vier-Stufen-Plan aufgebaut: Tatsachenanalyse, empirische Forschung und multidisziplinäre Analyse, Unterstützung demokratiepolitisch wirksamer Bürgerinitiativen, öffentliche Bekanntmachung, Hilfestellung und Lobbying.

Projekte:

• Das Projekt "Entwicklung der Demokratie auf Gemeindeebene in Serbien" basiert auf einer öffentlichen Meinungsumfrage, die auf dem Höhepunkt der Gemeindewahlen in Serbien im Jahre 2000 geführt wurde.
• Das Projekt "Unterstützung der aktiven Bürgerschaft auf Gemeindeebene in Serbien" konzentrierte sich auf vier Gemeinden in Serbien, in denen Repräsentanten von staatlichen, öffentlichen und auch privaten Organisationen, den Medien, von Bürgergruppen und –initiativen zusammenkamen und sich weiterbildeten.
• Das Projekt "Frauenkultur" unterstützte Initiativen, die auf die aktive Unterstützung von Frauen im politischen Leben abzielten, und sammelte Daten und Forschungsmaterial zur Situation von Frauen in der serbischen Gesellschaft.

Derzeit wird über die Finanzierung folgender Projekte verhandelt:

• "Management ethnischer Konflikte in Serbien" Das Projekt soll der Auffindung und Darstellung von Fakten in 11 serbischen Gemeinden mit ausgesprochen hoher Konzentration nichtserbischer Bevölkerung dienen.
• "Demokratiekurse" Dieses Projekt beinhaltet eine Reihe von Ausbildungs- und Trainingskursen sowie Workshops zu Politik und Demokratie für junge und ältere AktivistInnen politischer Parteien sowie Mitglieder prodemokratischer Parlamentsparteien.

The Center for Democratic Culture is a non-governmental, non-partisan and non-profit organization. It was founded in March 2000 by a group of scholars, researchers and NGOs activists that were extensively experienced in research and advocating with the aim to develop it as a "think tank" for the strengthening of democratic culture. Another aim was to provide reliable expert support to those organizations that were striving to establish core values and principles of democracy in Serbia, the Balkans and South Eastern Europe.

The ways to accomplish this mission are:

• Implementation of analytical, theoretical and advocacy projects that are focused on the key institutions and actors targeted at strengthening of democratic culture in society (such as political parties, parliaments, NGOs, media, etc.)
• Analyzing and highlighting the status of ethnic minorities and vulnerable groups (refugees, IDPs, women) as indicators of the level of democratization of societyOrganisation of workshops, trainings, summer schools and round-table-discussions for activists and volunteers of NGOs, students, scholars, experts and other pro-democratic individuals and groups
• Publication of books, monographs, handbooks, bulletins, bibliographies, chronologies, statistic overviews and other publications on democracy and democratic transition.

All CDC’s projects are designed with the goal to implement four level of activities: fact-finding missions, empirical research and multi-disciplinary analysis, support to pro-democratic civil initiatives, public promotion, advocacy and lobbing.

Projects:

• "Development of Local Democracy" in Serbia is based on public opinion survey that was conducted in the eve of the local elections in Serbia in 2000.
• "Promoting Active Citizenship at the Local Level in Serbia" was targeted to four municipalities in Serbia to gather and train local government and civil sector representatives - local (non) governmental organizations, media, citizen’s groups and initiatives.
• "Women Culture" was aimed to promote and support initiatives for active participation of women in political life, research and gathering data about the position of women in Serbian society.

Fund-rising activities are ongoing for implementation of the following projects:

• Ethnic Conflict Management in Serbia
  This project is designed as fact-finding mission to 11 municipalities in Serbia with the significant concentration of non-Serb population.
• "Course of democracy"
  Series of education, trainings, courses, workshops in politics and democracy for junior/senior ranks of political party activists and members of pro-democratic parliamentary parties.
