The Media and Cultural Rights of Ethnic Minorities

Die Autorin untersucht in diesem Beitrag die Rolle der Medien in der Präsentation von kulturellen Rechten von ethnischen Minderheiten, basieren auf die Rechte der ersten Generation (politische Rechte und Bürgerrechte) und denen der zweiten Generation (wirtschaftliche, soziale und kulturelle Rechte). Im ersten Fall sollte die Rolle der Medien darin bestehen, Individuen vor dem Einmischen des Staates in ihre Bürgerrechte und politischen Rechte zu bewahren. Im zweiten Fall sollten sich die Medien dafür verwenden, die staatliche Einmischung im Sinne der Bewahrung der kulturellen Rechte von ethnischen Minderheiten zu verbessern. Die Autorin befindet, dass der Staat sich neben anderen Mechanismen auch besonders auf die Medien in der Bewahrung und Präsentation der kulturellen Werte aller Volksgruppen in einer Gesellschaft stützen sollte. Leider erfüllen allerdings oft die Medien und die Staatspolitik, die sie repräsentieren, oft nicht diese Erwartung, sondern zeigen ganz im Gegenteil das höchste Level der Intoleranz.
In this essay, the author addresses the role of the media in presenting the cultural rights of ethnic minorities, based on the first generation of human rights – political and civil rights –, as well as the second generation – economic, social and cultural rights. In the first case, the media should act in order to preserve individuals from interference by the state in their civil and political rights, and in the second case, the media should act in order to improve the interference by the state in preserving the cultural rights of ethnic minorities. She finds that the state should, next to other mechanisms for this purpose, rely on the media to play a strong role in preserving and presenting the cultural values of different groups in this society. However, the media and the state policy within which they act, unfortunately often fail to play this role but rather represent the highest level of non-tolerance.
