Der Artikel untersucht, auf welche Art und Weise nationale (ethnische) Minoritäten in Südosteuropa parlamentarische Repräsentation erlangen. Dabei wird besonderes Augenmerk auf das Konzept der "positiven Diskriminierung" und dessen Realisierung in der Praxis gelegt. Dieses Konzept, das vor allem auf die Repräsentation von kleineren ethnischen Minderheiten abzielt, wird in Rumänien in besonderem Ausmaß verwirklicht, was im Beitrag ausführlich erläutert wird. Abschließend versucht der Autor eine Antwort auf die Frage zu geben, ob das rumänische Modell als Vorbild für die gesamte Balkanregion dienen könnte.

This article deals with the different ways the parliamentary representation of national (ethnic) minorities is achieved in South-East Europe. The author devotes special attention to the concept of "positive discrimination" and its practical application with regard to the representation of (especially) smaller ethnic minorities. The case of Romania, where this principle is applied in its widest form, is analyzed at length. In the final part, the author tries to answer if the Romanian model would be a good one for the whole Balkan region.
